If you are launching the game directly from the GeForce NOW application clicking on the game image , then the game will boot up before the mods will have a chance to download.

I think you will find more success by opening those specific games in the 'Manage Steam' mode. To do this, open the GeForce NOW application and click on your username in the upper right hand corner. From there you will see a drop down menu, and select 'Manage Steam. Once installed, the mods should start downloading.
